Areas where AI will be applied

The program emphasizes that by 2027, AI will be deeply integrated into six key areas of society and the economy: science and technology, citizen welfare, industry, consumer goods, management, and international relations. It is planned to be applied in both scientific research and environmental monitoring.

Technological infrastructure

By 2030, the level of AI usage in China should reach around 90 percent, effectively making it a new infrastructure. The government is confident that AI will become the main driving force of the economy, just as the internet did within the "Internet Plus" program.

Beijing presents artificial intelligence as a public good intended for all humanity. The program emphasizes the development of open-source solutions, the role of the UN in global governance, and support for Global South countries to develop their own technological potential.

Competition with the USA

Chinese models still lag behind American ones in performance, but the gap is rapidly narrowing. If in 2023 American models outperformed in overall tests by 13 percent, in 2024 this figure has decreased to 8 percent. Beijing hopes to close this gap by focusing on areas where it already has an advantage, including data supply, energy management, and security systems.
