Starting January 1, 2027, the funding for the social package program will cease. Luise Harutyunyan, a representative of the Ministry of Labor and Social Welfare, and Haik Babayan, the acting director of the Health Insurance Fund, presented the details of the changes at a press conference:
Why this is important. The social package program, which has around 130,000 beneficiaries annually, will be replaced by a more systematic solution — a universal health insurance system:

Financial redirecting. The monthly 6000 drams from the social package will be transferred to the state, which will allocate it to fund the universal health insurance system:
Accumulated funds. The funds accumulated in the social package accounts until January 1, 2027, will not be lost; beneficiaries will be able to use them:
Expansion of beneficiaries. Starting in 2027, citizens earning up to 200,000 drams will also be included in the system (around 340-350 thousand workers in both the public and private sectors), as well as contract-based workers:
