Brokerage role. The U.S. State Department justified the move by Egypt's key role in resolving the conflict with Iran. Toner emphasized that Egypt has been an important mediator between Washington and Tehran.
Volume of aid. The $320 million is part of the approximately $1.3 billion in annual U.S. military assistance to Egypt. These funds will be directed towards the acquisition of American-made military equipment.
Human rights issue. The State Department assured that human rights issues will continue to remain on the bilateral agenda of the U.S.-Egypt relationship.
